中资国际工程咨询集团有限责任公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2022年08月23日在中国国际招标网、黑龙江省政府采购网、中国政府采购网上发布招标公告。本次招标采用传统招标方式，现邀请合格投标人参加投标。

投标人应具备的资格或业绩：

The qualifications of bidders require the qualifications or performance of bidders:

（1）对于国外、境外投标人，根据该国（地区）的法律在经营所在地注册的有关证件；

(1) For foreign and overseas bidders, relevant documents registered in the place where they operate according to the laws of that country (region);

（2）对于国内投标人，提供投标人的企业法人营业执照；

（3） 拟参加本项目的投标人应具备《中华人民共和国政府采购法》第二十二条规定的资格条件：

(3) The bidder who intends to participate in the project shall meet the qualifications stipulated in Article 22 of the Government Procurement Law of the People's Republic of China:

1.具有独立承担民事责任的能力；

1. Ability to bear civil liability independently;

2.具有良好的商业信誉和健全的财务会计制度；

2. Having good commercial reputation and sound financial accounting system;

3.具有履行合同所必需的设备和专业技术能力；

3. Have the necessary equipment and professional and technical ability to perform the contract;

4.有依法缴纳税收和社会保障资金的良好记录；

4. Have a good record of paying taxes and collecting social security funds according to law;

5.参加政府采购活动前三年内，在经营活动中没有重大违法记录；

5. Within three years before participating in government procurement activities, there were no major illegal records in business activities.

6.法律、行政法规规定的其他条件；

（4）拟参加本项目的投标人须在黑龙江省政府采购网上注册登记并备案合格；

（5）拟参加本项目的投标人所投进口产品须具有合法来源证明文件；

(5) The imported products invested by the bidders who intend to participate in the project must have a certificate of legal origin;

（6）参加政府采购的供应商应提供参加政府采购活动近3年内在经营中无重大违法记录的声明或承诺；

(6) Providers participating in government procurement shall provide declarations or promises that they have no major illegal records in their operations during the past three years of participating in government procurement activities;

（7）拟参加本项目的投标人、法定代表人及授权委托人均未被司法机关列入失信被执行人名单，以中华人民共和国最高人民法院官方网站（shixin.court.gov.cn/index.html）查询结果为准，被列入上述名单的投标人不得参加本项目；

(7) The bidders, legal representatives and authorized trustees who intend to participate in the project have not been listed by the judicial organs as the Executees of dishonesty. The results of the inquiry on the official website of the Supreme People's Court of the People's Republic of China (shixin.court.gov.cn/index.html) shall prevail. Bidders who are listed in the above-mentioned list shall not be allowed to participate in the project. ;

（8）拟参加本项目的投标人未被列入企业经营异常名录、重大税收违法案件当事人名单、政府采购严重违法失信名单，以信用中国官方网站（www.creditchina.gov.cn）查询结果为准，被列入上述名单的投标人不得参加本项目；

(8) Bidders who intend to participate in this project are not included in the list of abnormal business operations of enterprises, the list of parties involved in major tax violations, and the list of serious violations and dishonesty in government procurement. The results of the inquiry on the official website of China (www.creditChina.gov.cn) shall prevail. Bidders who are included in the above list shall not be allowed to participate in this project.

（9）与招标人存在利害关系可能影响采购公正性的法人、其他组织或者个人，不得参加投标；单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加同一标包投标或者未划分标包的同一项目投标；集团公司中母公司与子公司不得同时参加同一标包投标或者未划分标包的同一项目投标；同一公司具有独立法人的子公司同时参加同一标包投标或者未划分标包的同一项目投标时最多不得超过两家（以登记的先后顺序为准）；

(9) Legal persons, other organizations or individuals with an interest in the tenderer who may affect the fairness of the procurement shall not participate in the bidding; the person in charge of the unit shall be the same person or the different units with a controlling or management relationship, and shall not participate in the same tender or the same project tender without dividing the tenders at the same time; and the group company shall not participate in the same tender or the same project tender without dividing the tenders. The parent company and subsidiary company shall not participate in the same tender or the same project tender without dividing the tender at the same time; the subsidiary company with independent legal person of the same company shall not participate in the same tender or the same project tender without dividing the tender at most two (according to the order of registration);

（10）未领取招标文件不可以参加投标。
