中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就陵水17-2气田10d/11d井区开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Lingshui 17-2 Gas Field 10d/11d Well Block Development Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.  招标条件

项目概况：陵水17-2气田位于南海北部西部大陆架琼东南盆地北部，水深1220m ~ 1560m，陵水17-2气田10d、11d井区开发项目依托于现有的LS17-2气田。LS17-2-10d(A12H)井位于LS17-2气田，水深1587m。LS17-2-11d(A13H)井位于LS17-2气田中段，水深1460m。

陵水17-2气田10d、11d井区开发项目新增两条海底软管，新增三条脐带缆，新增MCS和EPU以及陵水17-2SEMI的改造。

Project Summary：Lingshui17-2 gas field is located in the northern part of the Qiongdongnan Basin in the western continental shelf of the northern South China Sea, with water depth of 1220m to 1560m. The development of LS17-2-10d/11d gas field relies on the exisitng LS17-2 gas field.LS17-2-10d(A12H) well is located in the LS17-2 gas field, the water depth is 1587m. LS17-2-11d(A13H) well is located in the medium part of LS17-2 gas field, the water depth is 1460m.

Lingshui 17-2 Gas Field 10d/11d Well Block Development Project consist of two new built subsea pipelines，three new built umbilicals, new built MCS and EPU as well as modification of Lingshui 17-2SEMI platform.

1、脐带缆1：长6900米，从东3管汇（UTH-001）到A12H井（UTA-001）；

2、脐带缆2：长6900米，从SUTU-001（UTH-002）到A13H井（UTA-002）；

3、脐带缆3：长3700米，从SDU（UTA-004）到A13H井（UTA-003）。

3. 对投标人的资格和业绩要求：

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 制造商应通过ISO9001（或GB/T19001）质量体系认证。投标人须提供制造商有效的质量体系认证证书；

C．不接受代理

投标人应为本次投标所投产品的制造商。本次招标不接受代理商投标。

The Bidder shall be the manufacturer of the products offered in this bid. Agent bidding is not accepted in this bidding.

（2）业绩要求Requirement for Bidder's reference:

自2013年1月1日至本次投标截止日（以合同签订时间为准），投标人应具有在海上油气田项目的钢管脐带缆销售业绩（技术要求需满足：设计水深≥1500米）。投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件及相关技术附件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、设计水深、脐带缆内部管线材质。未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、设计水深、脐带缆内部管线材质，均视为无效业绩。

From January 1, 2013 to the deadline of this tender (subject to the signing date of the contract), the bidder shall have sales performance of steel tube umbilical in an offshore oil and gas field project (technical requirements shall also meet:design water   depth≥1500m).BIDDER shall submit the performance form in the prescribed format and the relevant performance proof documents.Performance proof documents include but are not limited to: copies of sales contracts and relevant technical attachments. The performance certification documents submitted by the bidder shall at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, design water depth,the material of umbilical service lines. Failure to submit performance certification documents, or the provided performance certification documents cannot reflect the contract signing time, manufacturer name, goods name, project name, design water depth,the material of umbilical service lines, shall be deemed as invalid performance.
