中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司曹妃甸作业公司（以下称为“招标人”）委托，就曹妃甸油田海洋石油112单点所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of CFD OILFIELD HYSY112 SPM by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

本项目位于渤海CFD11油田，距离塘沽港口90KM。油田包含海洋石油112FPSO，一个单点系泊装置（SPM），在单点与船体之间通过3条跨接软管实现液体传输。跨接软管包括1条注水海管，2条混输海管。

   Project Summary：

The project is located in CFD11 oilfield in Bohai Sea, 90KM away from Tanggu Port. The field contains Offshore Oil 112FPSO, a single point mooring (SPM) that transfers liquids between a single point and the hull via three jumper hoses. The jumper hoses include one water injection Flexible Jumper and two multiphase Flexible Jumper.

3. 对投标人的资格和业绩要求：

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

（2）资质要求及证明文件

Requirements of Qualification of Bidder and Certificate

1)跨接软管需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, DNV,CCS，BV）对天然气跨接软管整体进行检验并获得检验证书。

The JUMPER HOSE shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Gas HOSE Skid from one of the certifying agencies authorized by COOOSO, which are (ABS, DNV,CCS,BV).

（3）业绩要求Requirement for Bidder's reference:

1）投标人的跨接软管需满足（2013年1月1日至此次投标截止日期，以合同签订时间为准）至少有一项同型号跨接软管应用于海洋环境的供货业绩（单根长度55米，设计压力：139bar，设计最高温度≥90摄氏度，设计最低温度≤-15摄氏度）的供货业绩,并提供相关业绩证明。

The bidder's jumper hoses shall meet the supply performance of at least one jumper hoses , to be ensured that the provide model of product has been applied in the marine environment for at least 5 years,(from January 1, 2013 to the bidding deadline, subject to the contract signing time) (length of single hose is 55 meters, design pressure: 139bar, design maximum temperature≥90 degrees Celsius, design minimum temperature: ≦-15 degrees Celsius), and provide relevant performance proof.

2）投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：

①销售合同复印件（含相关技术附件）和②到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、跨接软管（单根长度55米，设计压力：139bar，设计最高温度≥90摄氏度，设计最低温度≤-15摄氏度）的技术要求及到货验收材料。

未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、跨接软管（单根长度55米，设计压力：139bar，设计最高温度≥90摄氏度，设计最低温度≤-15摄氏度）的技术要求及到货验收材料的，均视为无效业绩。

The bidder shall submit the performance form in the prescribed format, and submit the relevant performance certification documents. Performance documents include, but are not limited to:

a) Copies of the sales contract (including cover, signature page and relevant technical attachments);

b) Arrival acceptance certificate or debugging report signed or sealed by the user.
