中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就旅大5-2北油田Ⅱ期开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China？Limited (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of LD5-2N OIL FIELD PHASEⅡ DEVELOPMENT PROJECT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

3. 对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资格要求
Requirements for Qualification of Bidder
A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商应通过ISO9001（或GB/T19001）质量体系认证。投标人须提供制造商有效的质量体系认证证书；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C．投标人应为所投货物的制造商。本次招标不接受代理商投标。
C. The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.

（3）业绩要求Requirement for Bidder's reference:
自2012年1月1日起至投标截止日（以合同签订时间为准），投标人所投产品的制造商应具有至少2台直燃式热介质锅炉（功率≥6000kW,卧式安装）的供货业绩，并提交相关业绩证明文件。
投标人须按规定格式提交业绩表，业绩证明文件包括但不限于：销售合同原件扫描件和到货验收证明文件。业绩证明文件按至少体现以下内容：合同首页、签字盖章页、合同签署时间、货物名称、功率、卧式安装、供货数量，和到货验收证明文件。未提供以上文件或提供文件无法满足上述要求的视为无效业绩。
From January 1, 2012 to the bidding deadline (subject to the contract signing time),The bidding products that meet the requirements of this project ( capacity ≥6000kw，horizontal installed) should have two or more sets of application performance within ten years and have a good record of stable operation ;  The bidder shall submit the performance table in the prescribed format and submit relevant performance certification documents.  Performance certification documents include but are not limited to:   Copies of sales contract (including relevant technical attachments);  The arrival acceptance certificate materials signed and sealed by the user  .
The supporting documents submitted by the bidder must at least show the following contents: name of goods, quantity to be supplied, the main parameters of centrifugal crude oil pump（capacity,horizontal installed）.  If the performance certification documents are not submitted, or the performance certification documents provided cannot verify the above contents, the performance shall be regarded as invalid.
4. 有兴趣的投标人可通过以下方式获取招标文件：从2023年5月23日开始至2023年5月30日止，请登录系统(）的招标公告页面进行购买。首次登录必须先进行注册，注册成功后，方可购买招标文件。投标人须在线填写购买招标文件登记表，并在线支付标书款，支付成功后，投标人可自行下载招标文件。
