中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就曹妃甸6-4油田QHD31-4-1d、CFD6-4-5D井区开发／1、2井区综合调整项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of CFD6-4 OIL FIELD QHD31-4-1d、CFD6-4-5D WELL AREA DEVELOPMENT/ 1、2 WELL AREA INTEGRATED ADJUSTMENT by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：

曹妃甸6-4油田QHD31-4-1d、CFD6-4-5D井区开发／1、2井区综合调整项目新建1座中心处理平台CFD6-4CEPB，通过75m栈桥与已建CFD6-4CEPA连接。CFD6-4CEPA部分物流通过栈桥输送至CFD6-4CEPB平台，与CFD6-4CEPB物流汇合进行油气水分离，处理成合格原油后，同CFD6-4CEPA处理的合格原油汇合，利用已建海管经NB35-2CEP外输至世纪号FPSO存储、外输；处理后的生产水部分在本平台增压回注地层，部分通过栈桥输送至CFD6-4CEPA回注；处理后的伴生气供电站、热站燃烧，多余部分回收。电力依托秦皇岛油田群岸电工程和平台透平电站供电。 

   Project Summary：

A new central processing platform CFD6-4CEPB will be built for the QHD31-4-1d and CFD6-4-5D well block development/1 and 2 well block comprehensive adjustment project of CFD6-4 oilfield, which will be connected to the existing CFD6-4CEPA through a 75m trestle. Part of the logistics of CFD6-4CEPA is transported to the CFD6-4CEPB platform through a trestle bridge, where it merges with the CFD6-4CEPB logistics for oil, gas, and water separation. After being processed into qualified crude oil, it merges with the qualified crude oil processed by CFD6-4CEPA, and is transported to the Century FPSO for storage and export through the existing offshore pipeline NB35-2CEP; The treated production water is partially pressurized and reinjected into the formation on this platform, and partially transported to CFD6-4CEPA for reinjection through a trestle bridge; The treated associated gas power station and heat station are burned, and the excess part is recycled. The power is supplied by the Qinhuangdao Oilfield Group Shore Power Project and the Platform Turbine Power Station.

交货期：2024年9月4日（国内）或2024年8月20日（进口）

3. 对投标人的资格和业绩要求：

（1）资格要求

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；窗体顶端窗体底端

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B．（不接受代理）

投标人应为天然气压缩机（旋转式）的制造商或其授权的成橇商。

1）投标人以自己制造的压缩机本体参与投标的，不能再将此压缩机本体同时授权给其他投标人参与投标，相关的所有投标将被拒绝。

2）投标人作为成撬商投标的，应得到压缩机本体制造商的同意以及证明其在本次投标中唯一正式授权书。

3）投标人将被授权的压缩机本体再授权给其他投标人同时参与投标，相关的所有投标将被拒绝。

B.The bidder shall be the manufacturer of the natural gas compressor body or its authorized sled manufacturer

1)If a bidder participates in the bidding with their own manufactured compressor body, they cannot authorize other bidders to participate in the bidding at the same time, and all related bids will be rejected.

2)The bidder, as a prying bidder, shall obtain the consent of the compressor body manufacturer and proof of their sole formal authorization in this bidding.

3)The bidder will re authorize the authorized compressor body to other bidders to participate in the bidding process, and all related bids will be rejected.

（2）业绩要求Requirement for Bidder's reference:

1)天然气压缩机型式为无油双螺杆压缩机或液环压缩机。

The type of Low Pressure Gas Compressor Skids should be Oil free Twin-screw type compressor or Liquid Ring compressor.

2)天然气压缩机橇需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。制造商应委托国家应急管理部海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, DNV,CCS，BV）对天然气压缩机橇进行检验并获得检验证书。

The natural gas compressor skid needs to be designed, manufactured, certified, and inspected in accordance with the requirements of the Safety Rules for Fixed Offshore Platforms. The manufacturer shall entrust a classification society (ABS, DNV, CCS, BV) recognized by the Offshore Oil Operation Safety Office (COOOSO) of the National Emergency Management Department to inspect the natural gas compressor skid and obtain an inspection certificate.

3)投标人应为天然气压缩机（旋转式）的制造商或其授权的成橇商。若投标人为天然气压缩机的制造商，需提供至少2台套电机驱动的无油双螺杆压缩机或电机驱动的液环压缩机（限2013年1月1日之后签订的合同，处理量≥2100Sm3/h，出口压力≥650KPaG，压缩介质为天然气）的供货业绩，并提供相应的业绩证明文件。若投标人为天然气压缩机的成橇商，除了提供上面天然气压缩机制造商的业绩外，还需提供至少2台套电机驱动的无油双螺杆压缩机橇或电机驱动的液环压缩机橇（限2013年1月1日之后签订的合同，处理量≥2100Sm3/h，出口压力≥650KPaG，压缩介质为天然气）的成橇业绩，并提供相关业绩证明文件。投标人须按规定格式提交业绩表。业绩证明文件包括但不限于：销售合同原件扫描件和到货验收证明文件。业绩证明文件至少体现以下内容：合同首页、签字盖章页、合同签署时间、制造厂家名称、货物名称、项目名称、压缩机型式、处理量、出口压力、压缩介质、供货数量，到货验收证明文件。未提供以上文件或提供文件无法满足上述要求的视为无效业绩。为核实投标人业绩真实性，招标人或评标委员会有权要求投标人提供原件核查或要求进一步提供相关证明材料。投标人无法提供原件或相关证明材料证明业绩真实性的，可导致投标被否决。

The bidder shall be the manufacturer of natural gas compressors (rotary type) or their authorized skid manufacturers. If the bidder is a manufacturer of natural gas compressors, it is required to provide at least 2 sets of oil-free twin screw compressors or motor driven liquid ring compressors (limited to contracts signed after January 1, 2013, with a processing capacity of ≥ 2100Sm3/h, export pressure of ≥ 650KPaG, and compressed medium of natural gas) with supply performance, and provide corresponding performance proof documents.If the bidder is a natural gas compressor integrator, in addition to providing the performance of the natural gas compressor manufacturer mentioned above, It is also necessary to provide the performance of at least 2 sets of oil-free twin screw compressors or motor driven liquid ring compressors (limited to contracts signed after January 1, 2013, with a processing capacity of ≥ 2100Sm3/h, export pressure of ≥ 650KPaG, and compressed medium of natural gas) with assemble performance, and provide corresponding performance proof documents. Bidders are required to submit performance forms in the prescribed format. Performance proof documents include but are not limited to: scanned copies of the original sales contract and proof of arrival and acceptance. The performance certification documents shall at least reflect the following contents: contract homepage, signature and seal page, contract signing time, manufacturer name, goods name, project name, compressor model, processing capacity, export pressure, compression medium, supply quantity, and arrival acceptance certification documents. Failure to provide the above documents or inability to meet the above requirements shall be deemed as invalid performance. In order to verify the authenticity of the bidder's performance, the tenderer or the bid evaluation committee has the right to request the bidder to provide original verification or further relevant supporting materials. If the bidder is unable to provide the original or relevant supporting materials to prove the authenticity of performance, it may result in the rejection of the bid.
