招标项目名称：旅大5-2北油田II期开发项目分析类仪表

Project Name: LD5-2N OIL PHASE II DEVELOPMENT PROJECT The Analyzers

中化建国际招标有限责任公司（以下称为“招标代理机构”）受_中海石油（中国）有限公司（以下称为“招标人”）委托，就分析类仪表设备采办 项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of  Procurement of The Analyzers by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.  招标条件

Bidding Conditions：

旅大5-2北油田位于渤海辽东湾海域，东南距绥中36-1油田（CEPN）约3.9km，西南距旅大5-2油田约10km，新建平台处海域水深为29.4m。

旅大5-2北油田II期开发项目新建一座四腿钢结构导管架井口热采平台WHPB，与原WHPA平台栈桥连接，原生产支持平台PAP外扩附属设施。

Project Summary：LD5-2N Oil Field is Located in the Liaodong Bay of the Bohai Sea. LD5-2N Oil Field is approximately 3.9km southeast of SZ36-1 Oil Field and 10km southwest of LD5-2 Oil Field. The water depth (relative to the C.D.) of LD5-2N WHPA is 29.4m.

A new four-leg steel jacket wellhead thermal recovery platform WHPB ，it is connected with the original WHPA platform trestle, and the original production support platform PAP external expansion ancillary facilities.

3. 对投标人的资格和业绩要求：

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

★ B、投标人应具有并在投标时提供有效期内的GB/T19001（ISO9001）质量管理体系认证证书（认证范围应包含生产或制造范围），质量管理体系认证证书应在中国国家认证认可监督管理委员会网站（http://www.cnca.gov.cn）可查询。若认证机构为国外的，应在投标时提供有效期内的GB/T19001（ISO9001）质量管理体系认证证书（扫描件）和认证机构的官方网站查询截图。

B、The bidder should have and provide a valid GB/T19001 (ISO9001) quality management system certification certificate during the bidding period (the certification scope should include the production or manufacturing scope).The quality management system certification certificate should be available on the website of the China National Certification and Accreditation Administration（http://www.cnca.gov.cn ）Can be queried. If the certification body is foreign, a scanned copy of the GB/T19001 (ISO9001) Quality Management System Certification Certificate within the validity period and a screenshot of the certification body's official website should be provided during the bidding process.

C．投标人应为所投货物的制造商。本次招标不接受代理商投标。
