中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海油惠州石化有限公司（以下称为“招标人”）委托，就中海油惠州石化有限公司动力部1#锅炉超低压燃烧器及自动化改造项目进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited.(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under ultra low pressure burner and automation upgrading project of 1# boiler of power station of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

1. 招标条件

Bidding Conditions：

项目概况：中海油惠州石化有限公司动力部1#锅炉超低压燃烧器及自动化改造项目。惠州石化有限公司拟投资建设2200万吨/年炼油产品结构优化及质量升级项目，优化全厂总加工流程及产品结构，在惠炼二期项目预留用地新建150 万吨/年芳烃联合、100 万吨/年连续重整、160 万吨/年加氢裂化和40 万吨/年轻汽油醚化四套生产装置。

Project Summary：CNOOC Huizhou Petrochemicals Company Limited plans to optimize the total processing flow and product structure of the whole plant through the construction of 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project, and to build four Plants of 1500 KTA Para-Xylene Aromatics Complex Plant, 1000 KTA Continuous Reforming Plant, 1600 KTA Hydrocracking Plant and 400 KTA Etherification of Light Gasoline Plant in the reserved land of Huilian phase II project.

2. 招标内容：Bidding Contents:

   货物名称：超低氮燃烧器及阀组

Name of Goods: Ultra low nitrogen burner and valve group 

 数量：6台套

Quantity: Six sets

主要技术规格：

燃烧器在燃烧气体燃料工况下氮氧化物排放≤50 mg/Nm3（负荷30%～100%，烟气再循环量≤15%， 基准氧含量3% 干基），排放CO≤100mg/Nm3。

Main Specifications:

Under the condition of combustion gas fuel, the NOx emission of burner is ≤ 50 mg/Nm3 (load 30% ~ 100%, flue gas recycling volume ≤ 15%, reference oxygen content is 3% dry basis), and emission Co ≤ 100mg/Nm3.

交货期：

从中华人民共和国关境内提供的货物：合同签订后32周（货到项目现场时间）；

For goods offered from within PRC customs territory: 32 weeks after signing the contract (arrival date to the job site)；

从中华人民共和国关境外提供的货物: 合同签订后30周（提单发货时间）。

For goods offered from outside PRC customs territory 30 weeks after signing the contract (departure date on Bill of Lading). 

交货地点Destination of delivery:

从中华人民共和国关境内提供的货物：大亚湾石化区项目现场

For goods offered from within PRC customs territory: Project Site in Daya Bay Petrochemical Zone.

从中华人民共和国关境外提供的货物: CIF中国盐田港

For goods offered from outside PRC customs territory:CIF Yantian Seaport, P. R. China.

3. 对投标人的资格和业绩要求：

（1）资格要求

Requirements for Qualification of Bidder

A. 如果投标人为境内注册公司，投标人具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）;如果投标人为境外注册公司，需提供有效的公司登记注册证明。

A. If the Bidder is domestic registered company,The bidder shall have the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.

B. 投标人可为投标设备的制造商或代理商。若投标人为代理商，投标人应得到本次投标所投产品的制造商同意其为本次投标提供该产品的合法正式授权书。

B.  Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent,the bidder shall obtain the manufacturer's consent to provide the product with the legal official authorization for the bid.

（3）业绩要求

Requirement for Bidder's reference:

a) 2018年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有至少一台套应用于动力站燃油燃气锅炉或动力站燃气锅炉（蒸发量在130T/H及以上）的燃烧器的销售业绩。

a) Until January 1,2018 toto the deadline for submission of bids (subject to the time of signing the contract)，Manufacturer of the product offered by the bidder should have at least one set of oil and gas boiler or gas boiler (evaporation capacity of 130T/H and above) burner sales performance for power station.

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（应有双方盖章）、制造商名称、货物名称、锅炉蒸发量、应用于动力站燃油燃气锅炉或动力站燃气锅炉及到货验货证明材料。未提交业绩证明文件，或所提供的业绩证明文件无法体现满足上述业绩要求的，均视为无效业绩。

The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (with seals of both parties), manufacturer name, goods name, boiler evaporation，burner application scenarios and arrival inspection certification materials. Failure to submit performance documentation, or the performance documentation provided cannot reflect that the above performance requirements are met, shall be regarded as invalid performance.
