中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海壳牌石油化工有限公司（以下称为“招标人”）委托，就中海壳牌惠州三期乙烯项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.  招标条件

项目概况：中海壳牌石油化工有限公司（以下简称“中海壳牌”）拟在广东惠州大亚湾石化产业园区新建中海壳牌惠州三期乙烯项目，以实现其打造世界级、高度一体化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

资金到位或资金来源落实情况：已落实。

2.  招标内容：Bidding Contents:

 货物名称：螺旋折流板换热器

Name of Goods: Helixchanger Heat Exchangers

  数量：4台

Quantity: 4 sets

  主要技术规格：(1) 结构：填料函式; (2) 管束在轴向可以自由收缩。

Main Specifications: (1) Structure: Packing box; (2)the tube bundle can be freely contracted in the axial direction.

从中华人民共和国关境内提供的货物：合同签订后12个月（货到项目现场时间）

For goods offered from within PRC customs territory: 12 months after signing the contract (date of arrival on site)

从中华人民共和国关境外提供的货物: 合同签订后11个月（提单发货时间）

For goods offered from outside PRC customs territory: 11 months after signing the contract (departure date on Bill of Lading)

3. 对投标人的资格和业绩要求：

（1）资格要求 

Requirements for Qualification of Bidder

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A. The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 本次招标不接受代理商投标。投标人应是投标货物的制造商（包括制造商所在集团内负责销售的公司）。如果投标人是制造商所在集团内负责销售的公司，应提供声明，说明投标人与制造商隶属同一集团，负责投标货物的销售工作。

B. Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods (including companies responsible for sales within the manufacturer's group). If the Bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the Bidder and the manufacturer belong to the same group and are responsible for the sale of the bid Goods.

（2）资质要求及证明文件 Requirements of Qualification of Bidder and Certificate

特种设备证书：投标人须提供制造商的《中华人民共和国特种设备生产许可证》-压力容器制造A2级及以上资质，且证书在有效期内。

Special Equipment License: Bidder shall provide manufacturer's “special equipment production license of the people's Republic of China” -Pressure Vessel Manufacturing Grade A2 and above Qualification Certificate, and the certificate shall be within the validity period.

（3）业绩要求Requirement for Bidder's reference:

2014年1 月1 日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有至少1项螺旋折流板换热器的供货业绩，且须满足设备直径不小于2000mm、结构形式为填料函式的技术要求。（如果投标人为制造商所在集团内负责销售的公司，应提供该制造商的业绩）。

From January 1, 2014 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the bidder’s bid goods shall have at least 1 supply contracts performance of Helixchanger heat exchangers, and must meet the technical requirement that the diameter of the equipment is not less than 2000mm and the structure is of stuffing box type.（If the Bidder is a company in charge of sales within the manufacturer's group, the manufacturer's performance should be provided.

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签字页、制造商名称、货物名称（螺旋折流板换热器）、设备直径、结构形式（填料函式）及到货验收材料。

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract and 2) acceptance evidence of goods delivery. The reference evidence documents furnished by Bidder must as least demonstrate the content as follows: date of signing contract, page of contractact signature, name of manufacturer, name of Goods (Helixchanger heat exchanger), diameter of the equipment, type of structure (stuffing box) and acceptance evidence of goods delivery. 

未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、合同签字页、制造商名称、装置名称、货物名称、设计能力，均视为无效业绩。 未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称（螺旋折流板换热器）、设备直径、结构形式（填料函式），均视为无效业绩。

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate date of signing contract, page of contractact signature, name of manufacturer, name of Goods (Helixchanger heat exchanger), diameter of the equipment, type of structure (stuffing box), the relevant reference will be deemed invalid.

4. 有兴趣的投标人可通过以下方式获取招标文件：从2024年12月16日开始至2024年12月23日止，请登录系统(）的招标公告页面进行购买。首次登录必须先进行注册，注册成功后，方可购买招标文件。投标人须在线填写购买招标文件登记表，并在线支付标书款，支付成功后，投标人可自行下载招标文件。
