中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海壳牌石油化工有限公司（以下称为“招标人”）委托，就中海壳牌惠州三期乙烯项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.  招标条件

项目概况：中海壳牌石油化工有限公司（以下简称“中海壳牌”）拟在广东惠州大亚湾石化产业园区新建中海壳牌惠州三期乙烯项目，以实现其打造世界级、高度一体化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

资金到位或资金来源落实情况：已落实。

2.  招标内容：Bidding Contents:

货物名称：裂解炉减温器

Name of Goods: Cracking Furnace Desuperheater

数量：9套

Quantity: 9 sets

主要技术规格：

1）8台减温器为10”2500lb BW，1台减温器为8”2500lb BW。

2）减温器必须全部满足下列控制性能要求：出口温度控制精度<±3℃；减温水调节阀可调比≥（50：1）。

Main Specifications:

1) Eight desuperheaters are designated as 10" and 2500lb BW, and one desuperheater is designated as 8" and 2500lb BW.

2) The desuperheaters must all meet the following control performance requirements: outlet temperature control accuracy is <±3℃, the adjustable ratio of cooling water control valve is ≥ (50:1).

3. 对投标人的资格和业绩要求：

（1）资格要求

Requirements for Qualification of Bidder

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A. The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 本次招标不接受代理商投标。投标人应是投标货物的制造厂商（包括制造厂商所在集团内负责销售的公司）。如果投标人是制造厂商所在集团内负责销售的公司，应提供声明，说明投标人与制造厂商隶属同一集团，负责投标货物的销售工作。

B. Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods (including companies responsible for sales within the manufacturer's group). If the Bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the Bidder and the manufacturer belong to the same group and are responsible for the sale of the bid Goods.

E.其它：投标人必须提供所供防爆电子式仪表的厂家名称及相应防爆电子式仪表的国家授权防爆认证机构颁发的《产品防爆合格证》。国家授权防爆认证机构包括NEPSI、CQST 和PCEC，也包括由国家认证认可监督管理委员会授权的国际权威认证机构，如：IECEx、ATEX等。

E. Others: the bidder must provide the name of the supplier that supply explosion-proof electronic instruments and the "Product Explosion-proof Conformity Certificate" issued by the national authorized explosion-proof certification institutions for the explosion-proof electronic instruments supplied. The national authorized explosion-proof certification institutions include NEPSI, CQST and PCEC, as well as the international authoritative certification institutions authorized by the Certification and Accreditation Administration of the People's Republic of China, such as IECEx and ATEX.

（2）资质要求

投标产品的制造商应具有有效的《中华人民共和国特种设备制造许可证》（压力管道元件制造）及《特种设备型式试验证书》（压力管道元件），范围覆盖所投标调节阀的规格。投标时需提供证书原件扫描件（原件备查）。

The manufacturer of the bidding product shall have a valid“Special Equipment Production License of the people's Republic of China”(for the manufacture of pressure pipeline components) and Special Equipment Type Test Certificate”(for pressure pipeline components) that cover the specifications of biding control valves. The scanned copy of the original certificate shall be provided during bidding (the original for reference).

（3）业绩要求Requirement for Bidder's reference:

2015年1月1日至投标截止日（以合同签署时间为准），所投产品的制造商在中国境内至少具有1个合同的乙烯装置裂解炉减温器供货业绩，单个合同供货数量不少于8套，且该合同中必须包含至少有1套减温器同时满足可变节流孔型结构、压力等级不低于2500LB和口径尺寸不小于10英寸的技术要求。业绩中的产品型号应与所投产品型号一致。

如果投标人为制造商所在集团内负责销售的公司，应提供该制造商的业绩。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签字页、制造商名称、装置名称、货物名称（裂解炉减温器）、货物数量、型号、结构、压力等级和口径尺寸。
未提交业绩证明文件，或所提供的业绩证明文件无法体现以上信息的，均视为无效业绩。

From January 1, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the bidding product shall have at least 1 contract for supply performance of cracking furnace desuperheaters for Ethylene Plant in China, the supply quantity of a single contract is not less than 8 sets, and this contract must include at least one set of desuperheater that meet the technical requirements of variable orifice structure, the pressure class not less than 2500LB and the caliber size not less than 10". Its model should be consistent with the model of the bidding product.

If the bidder is a company responsible for sales within the manufacturer's group, the performance of that manufacturer shall be provided.

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, page of contract signature, name of manufacturer, name of the plant, name of goods (cracking furnace desuperheater), supply quantity, structure type, pressure rating and caliber size. 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the aforesaid information, the relevant reference will be deemed invalid.
