中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海壳牌石油化工有限公司（以下称为“招标人”）委托，就中海壳牌惠州聚碳酸酯项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标。

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as“Tenderee”), intends to purchase the Goods and the relevant services required under CSPC Huizhou Polycarbonate Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Polycarbonate Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

Main Specifications: 7 sets of Analyzer systems, 13 sets of analyzers, 3 Analyzer Houses, 4 Analyzer Cabinets, Sampling & Pre-processing unit.

从中华人民共和国关境内提供的货物：合同签订后8个月（货到项目现场时间）

3. 对投标人的资格和业绩要求：

（1）资格要求

Requirements for Qualification of Bidder

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A. The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 本次招标不接受代理商投标。投标人应是投标货物的制造商（包括制造商所在集团内负责销售的公司）。如果投标人是制造厂商所在集团内负责销售的公司，投标人应提供声明，说明投标人与制造厂商隶属同一集团，负责投标货物的销售工作。

B. Bid by Agent is not accepted. The bidder shall be the manufacturer or the integrator of bid goods (including companies responsible for sales within the manufacturer's group). If the Bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the Bidder and the manufacturer belong to the same group and are responsible for the sale of the bid Goods.

（2）资质要求 Requirements of Qualification

A. 防爆证书：投标人提供的防爆电气电子产品必须取得国家指定防爆检验机构颁发或国家认证认可监督管理委员会授权的国际权威机构（如IECEx、ATEX等）颁发的的防爆合格证书。投标时提供防爆证书扫描件。防爆等级要求满足ZONE 1，IIB+H2，T3。

Explosion proof certificate: The explosion proof electrical and electronic products provided by the bidder must obtain the explosion proof certificate issued by the national designated explosion-proof inspection institution or the international authoritative institution (such as IECEx, ATEX, etc.) authorized by the National Certification and Accreditation Administration. The scanned copy of the original shall be provided during bidding (the original copy for reference). The explosion-proof grade requirement shall meet ZONE 1，IIB+H2 and T3.

（3）业绩要求Requirement for Bidder's reference:

2015年1月1日至投标截止日（以合同签署时间为准），投标人在中国境内须至少具有1个用于DPC（碳酸二苯酯）或EO/EG（环氧乙烷/乙二醇）装置分析系统的合同业绩，该合同中至少包含1套分析小屋，且该小屋内至少包括2套色谱分析仪和1套氧分析仪（色谱分析仪和氧分析仪均应用于测量介质环氧乙烷（EO）或乙二醇（EG））。

如果投标人为制造商所在集团内负责销售的公司，应提供该制造商的业绩。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签字页、制造商名称、装置名称、货物名称、供货范围（分析小屋中至少包括2套色谱分析仪和1套氧分析仪）、货物数量和测量介质。

未提交业绩证明文件，或所提供的业绩证明文件无法体现以上信息的，均视为无效业绩。

From January 1, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the Bidder shall must have at least in China one contract for the integration performance of analyzer systems and analysis cabins for DPC (Diphenyl Carbonate) or EO/EG (Ethylene Oxide/Ethylene Glycol) plant, this contract must include at least one analysis cabin, and this cabin must contain at least two chromatographic analyzers and one oxygen analyze which were both applied to measured media as ethylene oxide (EO) or ethylene glycol (EG).

If the bidder is a company responsible for sales within the manufacturer's group, the performance of that manufacturer shall be provided.

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, page of contract signature, name of manufacturer, name of the plant, name of goods, scope of supply (the analyzer cabin should include at least 2 sets of chromatographic analyzers and 1 set of oxygen analyzers), supply quantity and measured medium.

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the aforesaid information, the relevant reference will be deemed invalid.
