中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海壳牌石油化工有限公司（以下称为“招标人”）委托，就中海壳牌惠州三期乙烯项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：中海壳牌石油化工有限公司（以下简称“中海壳牌”）拟在广东惠州大亚湾石化产业园区新建中海壳牌惠州三期乙烯项目，以实现其打造世界级、高度一体化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

  主要技术规格：Main Specifications：

激光分析仪应采用可调谐半导体激光吸收光谱技术（TDLAS），性能应满足下列要求：精度（线性）：≤±1％ F.S.,响应时间：T90≤2s, 应带有温度压力补偿功能，测量方式可为原位式，抽取式或旁通式。

The laser analyzer should adopt tunable semiconductor laser absorption spectroscopy (TDLAS) technology, and its performance should meet the following requirements: accuracy (linearity) : ≤± 1% F.S., response time: T90≤2s, it should be equipped with temperature and pressure compensation functions, and the measurement methods can be in-situ, extractive or bypass.

3. 对投标人的资格和业绩要求：

（1）资格要求

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 本次招标不接受代理商投标。投标人应为所投产品（分析仪系统）的制造商，集成商视为制造商。如果投标人是制造厂商所在集团内负责销售的公司，投标人应提供声明，说明投标人与制造厂商隶属同一集团，负责投标货物的销售工作。

Bid by Agent is not accepted.The bidder shall be the manufacturer of the products (analyzer system), the integrator considers the manufacturer. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.

（2）资质要求Qualification requirement:

投标人所投激光氧分析仪本体应取得防爆检验机构的相应防爆等级的《防爆合格证》，防爆等级不低于IIB+H2 T4，《防爆合格证》应由NEPSI、CQST、PCEC、IECEx、ATEX之一或国家认可的其他防爆认证机构出具。

The laser oxygen analyzer body submitted by the bidder shall obtain the "Explosion Protection Certificate" with the corresponding explosion protection rating from an explosion protection inspection agency, with a rating no lower than IIB+H2 T4. The "Explosion Protection Certificate" shall be issued by one of NEPSI, CQST, PCEC, IECEx, ATEX, or another nationally recognized explosion protection certification body.（3）业绩要求Requirement for Bidder's reference:

2015年1月1日至投标截止日(以合同签署时间为准)，投标文件应同时满足以下业绩要求（可接受以下两项要求同时体现在一个合同）：

① 投标人所投的激光氧分析仪的制造商至少具有1个在中国境内的合同业绩，单个合同应包含激光氧分析仪的总数量不少于5台。

② 投标人至少具有1个在中国境内激光氧分析仪系统集成的合同业绩。

From January 1^st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements （If the following two requirements are in one same contract, it can be accepted.）：

(1) The manufacturer of the laser O2 analyzer submitted by the bidder must have at least one contract performance in China, the total quantity of laser O2 analyzers included in a single contract shall not be less than 5 sets;

(2) The bidder must have at least one contract performance for system integration of laser O2 analyzer cabins in China.

The performance of the laser O2 analyzer submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the laser O2 analyzer submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the laser O2 analyzer submitted in this bid and the manufacturer of the laser O2 analyzer meeting the above performance requirements belong to the same group.

如果投标人为制造商所在集团内负责销售的公司，应提供该制造商的业绩。投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、（激光氧分析仪/激光气体分析仪/气体分析仪/激光分析仪）货物名称、项目所在地、激光氧分析仪数量、① 中体现激光氧分析仪的制造商名称、②中体现集成商名称。

若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单算为1个有效业绩。

If the bidder is the company responsible for sales within the group of the manufacturer, it should provide the performance records of the manufacturer.The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), (laser O2 analyze / Laser gas analyzer / Gas analyzer / Laser analyzer)name of goods, the location of the project, the number of laser O2 analyzers. the manufacturer's name of laser O2 analyzer is reflected in ①, the name of the integrator is reflected in ②.

If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders under the same annual agreement is considered as one valid performance.

未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

4. 有兴趣的投标人可通过以下方式获取招标文件：从2025年9月26日开始至2025年10月10日止，请登录系统(）的招标公告页面进行购买。首次登录必须先进行注册，注册成功后，方可购买招标文件。投标人须在线填写购买招标文件登记表，并在线支付标书款，支付成功后，投标人可自行下载招标文件。
