上海机电设备招标有限公司（以下简称：招标机构）受 中国航发上海商用航空发动机制造有限责任公司 （以下简称：招标人）委托，对下述货物和服务进行国际公开竞争性招标，我们竭诚欢迎合格投标人参加投标。

/Shanghai Machinery & Electric Equipment Tendering Co., Ltd.(hereinafter called ”the Tendering Agent”), authorized and on behalf of AECC SHANGHAI COMMERCIAL AIRCRAFT ENGINE MANUFACTURING CO.,LTD (hereinafter called ”the Tenderee“), We cordially welcome eligible bidders for the supply of following goods and service by way of International Competitive Bidding.

1. 招标条件 / Bidding Conditions

   项目概况/Project Overview：本项目拟为2026年叶尖振幅测试硬件采购进行招标。/The project proposes to Procurement of Blade Tip Amplitude Testing Hardware for 2026.

   现招标人资金已到位，具备了招标条件。/Now Funds have been put in place, the Project is with the bidding conditions.

3、*投标人资格要求 /Qualification Requirements For Bidder：

1) 遵守国家法律、法令和条例，在中华人民共和国境内登记注册的，具有独立法人资格的企业，提交营业执照复印件；境外投标人须提供有效的企业登记证明材料；

1) The bidder registered in the People's Republic of China shall provide a copy of the business license; Overseas bidders shall provide valid enterprise registration documents

2) 投标人或拟投产品制造商近3年（2023年1月1日至投标截止之日），须具有不少于2份传感器的供货业绩，须提供合同复印件（以合同签订时间为准，且内容应包括用户名称、项目内容及合同双方盖章页等关键信息）；

2) The bidder or proposed product manufacturer must have a supply performance of no less than 2 sensors in the past 3 years (from January 1, 2023 to the deadline for bidding), and must provide a copy of the contract (based on the time of contract signing, and the content should include key information such as user name, project content, and seal pages of both parties to the contract);

3）投标人应为制造商或代理商；如为传感器的代理商，则应取得传感器制造商相应制造商授权；

3) Bidders should be manufacturers or agents; If you are an agent of the sensor, you should obtain the corresponding manufacturer authorization from the sensor manufacturer;

4）境内投标人提供中国人民银行出具的银行基本账户开户许可证复印件或由为企业开立基本存款账户的银行出具的具有企业其本存款账户编号的说明文件原件或复印件；

4) The domestic bidder shall provide a copy of the bank account opening license issued by the people's bank of China. Or the copy of the explanatory document with the basic account number issued by the bank that opens the basic account;.

5）投标人须提供其开户银行在开标前三个月内开具的资信证明，其中境内的投标人提供由其开立基本账户的银行开具的资信证明，如资信证明中明确注明复印无效的，则必须出具该资信证明原件；

5) Bidders must provide a credit certificate issued by their bank within three months prior to the bid opening. Domestic bidders must provide a credit certificate issued by the bank where they opened their basic account. If the credit certificate clearly states that a copy is invalid, the original copy of the credit certificate must be provided;

6）投标人须承诺使用招标人采购合同模板；

6) Bidders must commit to using the tenderer's procurement contract template;

7）投标人应提供《不参与围标串标承诺书》（详见：《附件3：不参与围标串标承诺书》）；

7) The bidder shall provide the "Not Participating in Bid-rigging and Collusive Commitment"（see 《The attachment 4："Not Participating in Bid-rigging and Collusive Commitment"》）;.

8）投标人应提供《供应商知识产权声明》（详见：《附件4：供应商知识产权声明》）；

8) The bidder shall provide 《Supplier's declaration of intellectual property rights》（see 《The attachment 4：Supplier's declaration of intellectual property rights》）.

4、本次招标不接受联合体投标。/ Joint Bids is NOT Available.
