上海机电设备招标有限公司（以下简称：招标机构）受 中国航发上海商用航空发动机制造有限责任公司 （以下简称：招标人）委托，对下述货物和服务进行国际公开竞争性招标，我们竭诚欢迎合格投标人参加投标。

/Shanghai Machinery & Electric Equipment Tendering Co., Ltd.(hereinafter called ”the Tendering Agent”), authorized and on behalf of AECC SHANGHAI COMMERCIAL AIRCRAFT ENGINE MANUFACTURING CO.,LTD (hereinafter called ”the Tenderee“), We cordially welcome eligible bidders for the supply of following goods and service by way of International Competitive Bidding.

1、 招标条件 / Bidding Conditions

项目概况/Project Overview：本项目拟为整机遥测天线环及遥测盘硬件配置进行招标。/The project proposes to Hardware Configuration of Whole Machine Telemetry Antenna Ring and Telemetry Disk.

现招标人资金已到位，具备了招标条件。/Now Funds have been put in place, the Project is with the bidding conditions.

3、*投标人资格要求 /Qualification Requirements For Bidder：

1) 遵守国家法律、法令和条例，在中华人民共和国境内登记注册的，具有独立法人资格的企业或事业单位，提交营业执照或事业单位法人证书复印件；境外投标人须提供有效的企业登记证明材料；

1) Comply with national laws, decrees, and regulations. For enterprises or public institutions registered within the territory of the People's Republic of China and possessing independent legal person status, submit copies of the business license or public institution legal person certificate. Foreign bidders must provide valid corporate registration documents

2) 投标人近3年（2023年1月1日至投标截止之日），须具有不少于1份与本项目相关的类似项目业绩，须提供合同复印件（以合同签订时间为准，且内容应包括用户名称、项目内容及合同双方盖章页等关键信息）；

2) The bidder must have no fewer than one similar project performance record related to this project within the past three years (from January 1, 2023, to the bid submission deadline). A copy of the contract (based on the contract signing date, including key information such as the user name, project content, and the stamped pages of both parties) must be provided;

3）投标人应为制造商或代理商；如为代理商，则应取得制造商相应制造商授权；

3) The bidder shall be the manufacturer or an authorized agent; if an agent, it must obtain corresponding authorization from the manufacturer;

4）境内投标人提供中国人民银行出具的银行基本账户开户许可证复印件或由为企业开立基本存款账户的银行出具的具有企业其本存款账户编号的说明文件原件或复印件；

4) The domestic bidder shall provide a copy of the bank account opening license issued by the people's bank of China. Or the copy of the explanatory document with the basic account number issued by the bank that opens the basic account;.

5）投标人须提供其开户银行在开标前三个月内开具的资信证明，其中境内的投标人提供由其开立基本账户的银行开具的资信证明，如资信证明中明确注明复印无效的，则必须出具该资信证明原件；

5) Bidders must provide a credit certificate issued by their bank within three months prior to the bid opening. Domestic bidders must provide a credit certificate issued by the bank where they opened their basic account. If the credit certificate clearly states that a copy is invalid, the original copy of the credit certificate must be provided;

6）投标人须承诺使用招标人采购合同模板；

6) Bidders must commit to using the tenderer's procurement contract template;

7）投标人应提供《不参与围标串标承诺书》（详见：《附件3：不参与围标串标承诺书》）；

7) The bidder shall provide the "Not Participating in Bid-rigging and Collusive Commitment"（see 《The attachment 4："Not Participating in Bid-rigging and Collusive Commitment"》）;.

8）投标人应提供《供应商知识产权声明》（详见：《附件4：供应商知识产权声明》）；

8) The bidder shall provide 《Supplier's declaration of intellectual property rights》（see 《The attachment 4：Supplier's declaration of intellectual property rights》）;.

4、本次招标不接受联合体投标。/ Joint Bids is NOT Available.

5、招标文件的获取 / Acquisition of Bidding Documents

未领购招标文件是否可以参加投标：不可以。
