1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就陵水25-1气田开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ),intends to purchase the Goods and the relevant services required under the project of Lingshui 25-1 gas field development project by International Competitive Bidding. The Bidders are kindly requested to providethe following Good with sealed bids.

2. 对投标人的资格和业绩要求(Requirements for Qualification and reference of Bidder)

（1）资格要求(Requirements for Qulification of  Bidder):

 a. 投标人所投产品的生产厂家应具有在有效期内的API 5LD证书。The manufacturer of the product submitted by the bidder shall have API 5LD certificate within the validity period.

b. 如果投标人为代理商，投标人应得到所投货物制造商同意其在中国为本次投标提供该货物的合法正式授权书。

If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bidding project.

（2）业绩要求：

     Requirement for Bidder_EpSingleQuotes_s reference:

★近十年内（自2012年1月1日至投标截止日，所投业绩证明文件的签署日期均应在此范围内），投标人所投产品的生产厂家应同时满足下述a）、b）、c）、d）、e）项要求： In the past ten years (from January 1, 2012 to the deadline of this tender, the date of signature of the track records’ documents submitted should be within this range), The manufacturer of the product submitted by the bidder shall meet simultaneously below a）、b）、c）、d）、e）requirements:
a) 累计不少于10公里的双金属复合管供货业绩；Accumulated supply track record of no less than 10 km of CRA pipes;
b) 具有至少一条长度不小于1公里（基管材质为API 5L PSL2 X65或同等钢级及以上、内衬层材质为UNS N06625）或累计长度不少于5公里（基管材质为API 5L PSL2 X65或同等钢级及以上、内衬层材质为UNS N06625）的海底管道用双金属复合管供货业绩（海底管道用业绩不包括陆地终端和滩涂业绩）。此项业绩需在海上成功运行1年及以上（成功运行1年及以上定义为： 2021年2月1日前完成海上安装铺设或投入运行）。 at least one CRA pipes with a length of no less than 1 km（Backing steel pipe is API 5L PSL2 X65 or equivalent steel grade or above, and material of CRA is UNS N06625）or an accumulated length of no less than 5 km （Backing steel pipe is API 5L PSL2 X65 or equivalent steel grade or above, and material of CRA is UNS N06625）of Subsea CRA pipeline supply track record(Subsea pipeline track records do not include those for land terminals and tidal flats), These track records require successful operation offshore for 1 year or more (successful operation for 1 year or more is defined : completion of offshore installation or put into operation before February 1, 2021) 
c) 投标人须明确所提供双金属复合管的制造方式（机械复合管或者冶金复合管），提交的业绩（上述a）、b）项）证明文件需与本次投标拟使用的双金属复合管制造方式一致。The bidder shall specify the manufacturing method of CRA pipes provided (CRA Lined pipe or CRA Clad pipe), and the supporting documents submitted (item a) and b) above) shall be consistent with the manufacturing method of bimetal composite pipe to be used in this bid.
d) 投标人须提交相关业绩证明文件：上述a）项业绩证明文件应包括：销售合同复印件（应包括合同签署时间、货物名称、管材材质、供货数量、买方名称）、其他证明材料（如有）。上述b）项业绩证明文件应包括：销售合同复印件（应包括合同签署时间、货物名称、管材材质、供货数量、买方名称）、用户签字的运行证明文件（能够体现成功运行的开始时间）、其他证明材料（如有）。BIDDER shall submit relevant track record certificated documents: track record certificated documents of item a) above shall include:  Copies of sales contract (including contract signing date, name of goods, pipe material, quantity of supply, name of client), other certificated document (if any). track record certificated documents of item b) above shall include: Copies of sales contract (including contract signing date, name of goods, pipe material,quantity of supply, name of client), Operation certificate signed by the client (can reflect the start time of successful operation) , and other certificated document (if any).
e) 用于生产本项目钢管的工厂应与所投业绩（上述a）、b）项）的生产工厂一致，如所投业绩的生产工厂与用于生产本项目钢管的工厂不一致，则投标人所投业绩视为无效业绩。The factory which is used to produce the CRA pipes of the project shall be the same as Track record’(item a)and item b) above) manufacture factory. If not, the track record of the bidder will be regarded as invalid.
