中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）东海西湖石油天然气作业公司（以下称为“招标人”）委托，就东海西湖石油天然气作业公司干气压缩机进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of DRY GAS COMPRESSOR by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

主要技术规格：

Main Specifications:

电机驱动离心压缩机安装在ZZ平台上甲板，电机采用变频驱动，变频器安装在下甲板专用房间。每台压缩机规格：流量不低于671.5╳10⁴Sm³/d（入口压力8000-9800kPaG 42℃,出口压力：10300-18550kPaG 56-115℃）。

交货期：

从中华人民共和国关境内提供的货物：合同签订后34周（货到项目现场时间，地点为浙江舟山或其他买方指定地点）

For goods offered from within PRC customs territory: 34 weeks after signing the contract . (arrival date to Zhoushan, Zhejiang (From within PRC ) or other designated places.

从中华人民共和国关境外提供的货物: 合同签订后34周（CIF抵达宁波港或买方指定的中国其他港口）

For goods offered from outside PRC customs territory: 34 weeks after signing the contract . ( CIF arrives at Ningbo or other designated places Seaport)

3. 对投标人的资格和业绩要求：

Requirements for Qualification and reference of Bidder:

（1）资格要求

Requirements for Qualification of Bidder

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 制造商应通过ISO9001（或GB/T19001）质量体系认证，如成撬商投标，成撬商需同时通过ISO9001（或GB/T19001）质量体系认证。投标人须提供有效的质量体系认证证书；

B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. If the bidder is the authorized skid assembly of the unit, the skid assembly shall also pass Quality Management System Certification ISO9001（or GB/T19001）Certification.  Bidder shall provide valid Certificate of Quality Management System Certifications.

C. 投标人应为天然气离心压缩机本体的制造商或离心压缩机本体制造商授权的成橇商。本次招标不接受代理商投标。

C. The bidder should be the manufacturer of gas centrifugal compressor or the skid assembly of the unit authorized by the manufacturer of gas centrifugal compressor. Bid by agent is not accepted.skid assembly of the unit.

（2）业绩要求Requirement for Bidder's reference:

A. 投标人所投天然气离心压缩机本体的制造商应自2018年1月1日至投标截止日（以合同签订日期为准）至少具有一项石油石化项目电机驱动的天然气离心压缩机组供货业绩，该业绩中电机功率应≥9.2MW、处理量应≥738万方/天和出口压力≥18550kPaG，并提供相关业绩证明。投标人须提供新的未使用过设备，新试制产品不予接受。

A. The manufacturer of the natural gas centrifugal compressor body supplied by the bidder shall have at least one supply performance of the natural gas centrifugal compressor unit driven by the motor in the petroleum and petrochemical project from January 1, 2018 to the deadline for submission of bids (the date of contract signing),  in which the motor power shall be ≥ 9.2MW, the processing capacity shall be ≥ 7.38 million m3/d and the outlet pressure shall be ≥ 18550kPaG, and provide relevant performance certificates. The Bidder must provide the new unused equipment, and the new trial products will not be accepted.

B. 如投标人为授权的成橇商，自2018年1月1日至投标截止日（以合同签订日期为准），成撬商应至少有1台套电驱天然气离心压缩机（功率≥9.2MW）成撬业绩，投标方应在招标文件提供成撬方业绩的证明文件。

B. If the Bidder is the authorized skid assembly of the unit, from January 1, 2018 to the deadline for submission of bids (the date of contract signing), the Bidder shall have at least one set of electric drive natural gas centrifugal compressor (power ≥ 9.2MW) skid performance, and the Bidder shall provide proof documents of skid performance in the bidding documents.

以上业绩要求，标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、电机功率、处理量、出口压力及到货验收材料。未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、电机功率、处理量、出口压力及到货验收材料的，均视为无效业绩。

The Bidder shall furnish reference List in given form for the above-mentioned Requirement for Bidder's reference, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and Arrival acceptance materials.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

本次采办干气压缩机整体（含附属设备）需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托中国国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，DNV，CCS，BV之一）进行检验并获得检验证书。

The Bidder shall furnish reference List in given form for the above-mentioned Requirement for Bidder's reference, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and Arrival acceptance materials.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

The DRY GAS COMPRESSOR (including auxiliary equipment) shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The DRY GAS COMPRESSOR from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, CCS, BV.
