中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就东方29-1气田开发工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of _DF29-1 Platform_by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.  招标条件

2.  招标内容：Bidding Contents:

货物名称：微透平发电机组

Name of Goods: Gas Micro-turbine Generator Skid

数量：3套

Quantity: 3 sets

主要技术规格：

(1) 满足在45℃,海平面高度24.8m,相对湿度40.9~100%的现场环境下单台净输出电功率不低于35kWe。

(2) 额定电压、频率、相数：400VAC、50Hz、3Ph。

(3) 供应商应依据负荷计算书（BD-CAL-WHPA-EL-1001）中的电网数据进行计算，在系统中最大电机(3.8kW、启动电流58A))的启动过程中，系统暂态电压波动不可超过限值(+/- 20%的额定电压)。

(4) 在所有负荷(53kW, 33kVar)稳态均运行时，系统稳态电压波动不能超过限值(+/- 6%的额定电压)。

(5) 供货商应承诺自费委托国家应急管理部海洋石油安全生产监督管理办公室（COOOSO）认可的认证机构（ABS/DNV/BV/CCS)之一对微型燃气涡轮发电机组检验并获得检验证书。（检验证书可以在交货阶段提供）

Main Technical Specifications:

1)lThe net output power shall be no less than 35kWe at 45℃, EL+24.8m and 40.9-100% relative humidity.

2)The rate voltage, frequency and phase: 400VAC、50Hz、3Ph.

3)？The supplier shall calculate according to the grid value in the load calculation (BD-CAL-WHPA-EL-1001). During the startup of the largest moto（3.8kW, starting current 58A） in the system, the transient voltage fluctuation of the system shall not exceed the limit value (+/- 20% of the rated voltage)..

4)After all the loads (53kW, 33kVar) are running in steady state, the steady-state voltage fluctuation of the system shall not exceed the limit value (+/ -6% rated voltage).

5)The VENDOR shall  promise at his own cost arrange inspection and obtain final certificate of the gas Micro-turbine generator sets from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV and CCS.(The inspection certificate can be provided at the delivery stage).

3. 对投标人的资格和业绩要求：

（1）资格要求 

Requirements for Qualification of Bidder

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 制造商应通过ISO9001（或GB/T19001）质量体系认证。投标人须提供制造商有效的质量体系认证证书；并可在中国国家认证认可监督管理委员会网站(http://www.cnca.gov.cn/)核实。如果有国家相关部门发布的最新体系标准，以最新体系标准为准。

B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.

C．接受代理

国内产品不允许代理商投标，境外产品接受代理商投标。境外产品使用代理商投标时，投标人应得到本次投标所投产品境外制造商的同意，并提供该产品的合法唯一代理授权书。

C. Agent’s bid is acceptable.

Agents are not allowed to bid for domestic products, and agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and only formal authorization from the manufacturer of the goods to provide the goods for this bidding.(see Form-IV-9-4 in Volume One).

（2）业绩要求Requirement for Bidder's reference:

a) 2013年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有2个项目（每个项目不少于或等于2台套）的供货业绩，且均满足ISO工况额定输出有功功率不小于65kW,额定电压400V，频率50Hz的三相交流电技术要求。

2）投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、ISO工况额定输出有功功率不小于65kW,额定电压400V，频率50Hz的三相交流电技术要求及到货验收材料。

3）未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、ISO工况额定输出有功功率不小于65kW,额定电压400V，频率50Hz的三相交流电技术要求及到货验收材料的，均视为无效业绩。

a)？From January 1, 2013 to the bid deadline (subject to the contract signing time), the manufacturer of the products submitted by the bidder shall have the supply performance of 2 projects (no less than 2 sets or equal to 2 sets for each project) on the unmanned platform, and all of them shall meet the rated output active power of ISO working condition no less than 65kW, and the Rated voltage 400V. Frequency 50Hz three-phase AC technical requirements.

b)  The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder shall at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, rated output active power under ISO condition no less than 65kW, Rated voltage 400V, frequency 50Hz three-phase AC technical requirements and arrival acceptance materials.

c) If no performance certification documents are submitted, or the performance certification documents provided cannot reflect the signing time of the contract, the name of the manufacturer, the name of the goods, the name of the project, the rated output active power under ISO condition is not less than 65kW, the Rated voltage 400V, the frequency 50Hz three-phase AC technical requirements and the arrival acceptance materials, the performance shall be deemed invalid.
