受招标人委托对下列产品及服务进行国际公开竞争性招标，于2023-06-26在中国国际招标网公告。本次招标采用电子招标方式进行，特邀请合格投标人参加投标。

Entrusted by tenderee, Hunan Provincial Tendering Limited Company develops public international competitive bidding to the following products and services and makes an announcement on www.chinabidding.com in 26th-06, 2023. The bidding adopts Electronic bidding method and specially invite qualified bidder for participation of bidding.

项目概况：本项目占地面积125.15亩，总投资90078.27万元，日处理生活垃圾1200吨，年处理生活垃圾43.8万吨；配置两套600吨/日的焚烧线（淤泥协同处置），采用中温次高压（6.4MPa，450℃）的主蒸汽参数，配置一套30MW凝汽式汽轮机发电机组，配置相应的烟气处理、污水处理设备设施。

Project overview: The project covers an area of 125.15 mu, with a total investment of 900,7827 million yuan. The daily treatment of household waste is 1200 tons, and the annual treatment of household waste is 438,000 tons. Equipped with two sets of 600 tons/day incineration line (sludge collaborative disposal), using the main steam parameters of medium temperature and secondary high pressure (6.4MPa, 450℃), equipped with a set of 30MW condensing turbine generator set, equipped with the corresponding flue gas treatment, sewage treatment equipment and facilities .

3.1满足招标文件第一册 第一章 投标人须知 “2.合格的投标人”；

3.1 The bidder shall conform to the requirements in ‘2. Qualified Bidder’ of Instructions to Bidder, Chapter I, Volume I.

3.2投标人应具有独立企业法人资格，具备有效的ISO9001证书（在投标文件中须附相关证明文件）；

3.2 The bidder shall be qualified as an independent enterprise legal person and have valid ISO9001 certificates (relevant supporting documents shall be attached in the bidding documents);

（1）投标人在中国境内（系指在中华人民共和国大陆地区，不包括台湾、香港和澳门地区，下同）至少有2个已投入运行的、单台焚烧炉额定处理能力不少于600吨/日的生活垃圾焚烧发电厂的机械往复式机械炉型的炉排供货业绩（在投标文件中提供a.合同关键页和b.验收报告或用户证明复印件，原件备查）。

(1) The bidders shall have at least 2 grate supply performances (provide a.copies of contract key pages and b. acceptance report or user certificate original in tender documents) of mechanical reciprocating grate incinerator type of domestic garbage incineration power plant which have been put into operation and single disposal amount is not less than 600t/d within China (this refers to the mainland area of the People’s Republic of China, not including Taiwan, Hongkong and Macao, the same below).

3.4投标人具有良好的银行资信和商业信誉，没有处于被责令停业或破产状态，且资产未被重组、接管和冻结。

3.4 The bidders have good bank credit and commercial reputation, and no forced termination of business or bankruptcy, and the asset has not been recombined, taken over and frozen.

3.5是否接受联合体投标：不接受；

3.5 Whether to accept tender of consortium: no.

3.6未领购招标文件是否可以参加投标：任何未在招标人或招标机构处领购招标文件的法人或其他组织均不得参加投标。

3.6 Whether could participate in tender if bidding document has not been purchased: any legal person or other organizations who have not been purchased bidding document from tenderee or bidding agency is not allowed to participate in tender.

4.5招标文件售价：￥5000/$800，有意参加的潜在投标人请在上述规定时间内联系招标代理机构购买招标文件。该费用售后不予退还。

4.5 Price of bidding document: ￥5000/$800, any potential bidder who intends to bid could contact with bidding agency to purchase bidding document within above schedule time. The expense is non-refundable after sale.

4.6招标文件发售期（招标文件领购结束时间）截止后，购买招标文件的潜在投标人少于3个的，招标人可以依法按原内容重新招标。

4.6 After the deadline(the time of selling the bidding documents) ofselling the bidding documents,if the number of the potential bidder is less than 3,the tenderer could rebidding according to the original contents.
