中化建国际招标有限责任公司（以下称为“招标代理机构”）受_中海石油（中国）有限公司（以下称为“招标人”）委托，就分析类仪表设备采办项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of  Procurement of The Analyzers by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：渤中26-6油田位于渤南低凸起，距离龙口终端100km左右，西距渤中26-2油田17.5km，区域 内平均水深21.9m。。

Project Summary：BZ26-6 oilfield is located in Bonan low uplift. It is about 100 km away from Longkou terminal and 17.5 km away from BZ26-2 oilfield. The average water depth in the region is 21.9 m.

3. 对投标人的资格和业绩要求：

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 所投标产品的制造商应具有并在投标时提供有效期内的 GB/T19001（ISO9001）质量管理体系认证证书（认证范围应包含生产或制造范围），质量管理体系认证证书应在中国国家认证 认可监督管理委员会网站（http://www.cnca.gov.cn）可查询。若认证机构为国外的，则应在投标时提供上述有效期内的证书复印件。

B. The Tenderer must have valid GB/T19001（ISO9001）quality system certification（The scope of certification shall include the scope of production or manufacture）, and can be found on the website of China National Certification and Accreditation Administration （http://www.cnca.gov.cn ）Verify.If the certification body is foreign, a copy of the certificate within the above validity period should be provided at the time of bidding.

C．投标人应为所投货物的制造商。本次招标不接受代理商投标。

The bidder shall be the manufacturer of bid goods. Bid by Agent is not accepted.

（2）业绩要求Requirement for Bidder's reference:

★ 2013 年 1 月 1 日至投标截止日（以合同签署时间为准），投标人所投产品应具有至少两个合同（每个合同不低于1 台微波法测量原理的油水分析仪）的供货业绩。

（1）投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（内容至少包括：合同首页、合同签署页、合同签署时间、制造商名称、货物名称、项目名称、供货数量、微波法测量原理）和 2）到货验收材料（到货验收单或调试验收报告或使用方出具的有效证明文件）。

（2）未提交业绩证明文件，或所提供的业绩证明文件未体现上述信息的，均视为无效业绩。

From January 1, 2013 to the deadline for submission of bids (subject to the signing date of the contract), the products offered by the bidder shall have the supply performance of at least two projects (each project shall not be less than 1 water in oil analyzer of Microwave). The Tenderer shall submit performance form in the specified format and relevant performance certification documents. The performance certification documents include but are not limited to: 1) the copy of the sales contract (including contract homepage.contract signing time, Contract signing page,manufacturer name, goods name,project name,goods number,microwave method) and 2) the arrival acceptance materials (delivery acceptance certificate or commissioning acceptance report or valid certification documents issued by the corresponding user). The sales contract submitted by the bidder must at least reflect the following contents: the first page of the contract, the contract signing page, the contract signing time, the name of the manufacturer, the name of the goods, the name of the project, the quantity of supplies, and the technical requirements of the microwave measurement principle. Failure to submit performance certification documents or failure to reflect the above information in the performance certification documents provided shall be deemed as invalid performance.
