上海机电设备招标有限公司（以下简称：招标机构）受 中国商用飞机有限责任公司上海飞机设计研究院 （以下简称：招标人）委托，对下述货物和服务进行国际公开竞争性招标，我们竭诚欢迎合格投标人参加投标。

Shanghai Machinery & Electric Equipment Tendering Co., Ltd.(hereinafter called ”the Tendering Agent”), authorized and on behalf of  COMAC Shanghai Aircraft Design & Research Institute.  (hereinafter called ”the Tenderee“), We cordially welcome eligible bidders for the supply of following goods and service by way of International Competitive Bidding.

1、招标条件/ Bidding Conditions

项目概况：系统安全性建模与分析软件1套。

Project Overview: 1 set of system security modeling and analysis software.

现招标人资金已到位，具备了招标条件。

Now Funds have been put in place, the Project is with the bidding conditions.

   招标产品清单/ List of Products:

3、*投标人资格要求/ Qualification Requirements For Bidder：

1) 投标人须具有独立法人资格，境内投标人提供加载统一社会信用代码的营业执照或事业单位法人证书；境外投标人须提供有效的企业登记证明材料；

/ Domestic bidders with independent legal personality shall submit a copy of their business license; Overseas bidders must provide valid proof of enterprise registration materials.

2）业绩证明：2020年1月1日至今（以合同签订时间为准），投标人须具有自身签订的1份类似测量系统的供货业绩，需提供合同关键页（至少包含甲乙双方盖章或签字页、销售产品内容及数量、合同签订时间）；

/Performance proof: from January 1, 2020 to the present (subject to the time of contract signing), the bidder shall have 1 supply performance of similar measurement system signed by itself, and the key pages of the contract shall be provided (at least including the seal or signature page of A and B, the content and quantity of the products sold, and the time of contract signing);

3）投标人必须是软件开发商或软件开发商授权的代理商，投标人如为代理商则必须提供软件开发商出具的有效期内的授权书；

/The bidder must be a software developer or an agent authorized by the software developer. If the bidder is an agent, it must provide an authorization letter issued by the software developer within the validity period;

4）投标人须提供其开户银行在开标前三个月内开具的资信证明，其中境内的投标人提供由其开立基本账户的银行开具的资信证明；

/The bidder must provide its bank account within three months before the opening of the bid issued by the credit certificate, in which the territory of the bidder to provide by the opening of the basic account of the bank issued by the credit certificate;

5）投标人须提供拟投软件的著作权证书；

/ The bidder shall provide the copyright certificate of the proposed software

6）投标人需提供近三年（2020-2022）财务审计报告，如未成立三年，需提供成立以来的第三方财务审计报告（财务审计报告需包括资产负债表、现金流量表和利润表，三表缺一不可）；

注：对于无法提供审计报告的事业单位，需提供财务报表；

/ Bidders are required to provide financial audit reports for the past three years (2020-2022), if not established for three years, they are required to provide a third-party financial audit report since its establishment (the financial audit report should include a balance sheet, a cash flow statement, and an income statement, with one of the three tables missing); Note: For the utilities that are unable to provide an audit report, they are required to provide financial statements;

7）投标人须提供中国人民银行出具的银行基本账户开户许可证或由为企业开立基本存款账户的银行出具的具有企业基本存款账户编号的说明文件；

/The bidder shall provide the bank basic account opening license issued by the People's Bank of China or the explanatory document with the basic deposit account number of the enterprise issued by the bank that opens the basic deposit account for the enterprise;

8）投标人须提供其诉讼及仲裁情况说明；

/The bidder shall provide a statement of its litigation and arbitration status;

4、本次招标不接受联合体投标/ Joint Bids is NOT Available。

5、招标文件的获取/ Acquisition of Bidding Documents

     未领购招标文件是否可以参加投标：不可以。

/Bid without the bidding documents: NOT Available.

招标文件购买时间：2024年 5 月 10 日至 2024年5月16日，每天（节假日除外）9时至16时（北京时间）

/Time of Selling Bidding Documents: from 2024-5-10 to 2024-5-16, the deadline at working time 9:00-16:00 (Beijing Time).
