宝岛21-1 CEPA平台是一座4腿16桩的固定式导管架平台，水深约为218米(C.D.水深)。该平台BD21-1 CEPA导管架下水重量约为32400吨。平台位于距离万宁市约115公里处。BD21-1 CEPA 组块采用浮托法进行安装，组块操作总重约为45000吨。BD21-1 CEPA平台是一座四腿导管架平台，其构成如下：a) 四腿导管架，水深约218.0米；b) 16根裙桩，每条腿4根钢桩；c) 上部组块结构及设施、放空臂和吊机；d) 生活楼和直升机甲板。投标人应满足“ 附件：宝岛21-1CEPA导管架第三方独立验证工作内容及技术要求”中“ 2.0 SCOPE OF WORK” 项下的要求。BD21-1 CEPA is a 4-leg and 16-pile platform. The water depth of the platform is approximately 218.0 meters below CD. The launch weight of BD21-1 CEPA jacket is approximately 32400 MT.This platform is located approximately 115km from Wanning, People’s Republic of China.The BD21-1 CEPA topside will be installed by floating method with total operating weight is approximately 45000MT. The BD21-1 CEPA platform is a 4-legged jacket platform which is comprised of the following:a) 4-Legged jacket in about 218.0 meter water depth.b) 16 skirt piles, 4 at each corner leg.c) Topside Structure & Facilities, Vent Boom and Pedestal Cranes.d) Living Quarter and Helideck.The bidder shall meet the requirements under “2.0 SCOPE OF WORK” in the Appendix: Scope of Work and Technical Requirements for BD21-1 CEPA Jacket Third Party Independent Verification.

导管架设计独立核查的工作内容如下（包括但不限于）：1）结构强度分析根据设计图纸建立分析模型；在位工况分析，包括静力分析（考虑波浪动力响应）、地震、动力分析、谱疲劳分析、浮托碰撞分析；安装工况分析，包括装船、运输、下水、浮态及扶正、坐底分析；导管架坐底强度分析及防沉板设计；静水压溃分析；下水滑撑校核；套筒限元分析；桩基础设计校核，包括在位强度、在位承载能力、疲劳、桩腿连接、吊装、自由站立（含涡激振动）及可打入性分析；波浪拍击计算；涡激振动分析；下水腿环；节点加强环；水密封板设计；扶正吊耳设计；报告应包括所有分析模型结果、建议及潜在风险。2）导管架施工工况的运动分析建立导管架施工分析模型；进行导管架拖航稳性及运动分析；进行导管架下水运动分析；进行导管架浮态及扶正运动分析；进行坐底稳性分析；基于甲方在详细设计阶段提供的正式图纸进行重量控制；报告应包括所有分析模型结果、建议及潜在风险。The work for the jacket design independent verification is listed as follows, but not limited to:1) Structural Analysis- Build analysis model based on design drawings;- In-place condition, including static (with wave dynamic), earthquake, wavedynamic, spectrum fatigue, floatover impact;- Installation condition, including loadout, transportation, launch, floatation &upending and set-down analysis;- Analysis of jacket for on-bottom condition and mudmat design;- Hydrostatic analysis;- Launch cradle check;- Pile Sleeve-to-leg Connection FEA;- Foundation piles design check, including in place strength, in place capacity,fatigue, connection, lifting, stickup (including VIV) and drivability;- Wave slamming calculation;- Vortex induced vibration analysis;- Launch leg ring;- Joint stiffener ring;- Bulkhead design;- Upending padeye design;- Summary report includes all analysis model results, recommendations andpotential risks.2) Marine Analysis for Jacket Installation Condition- Build jacket marine analysis model;- Perform transportation stability and motion analysis;- Perform launch motion analysis;- Perform flotation and upending motion analysis;- Perform set-down analysis;- Weight control based on the formal drawings provided by COMPANY in detail design phase;- Summary report includes all analysis model results, recommendations and potential risks.

一、资格要求Qualification Requirements：1.如果投标人为中华人民共和国境内注册公司，需提供有效的营业执照（具备独立法人资格）、税务登记证、组织机构代码证复印件或证照合一营业执照，投标时提供原件扫描件（原件备查）。如果投标人为分公司的，应具有有效的证照合一的营业执照和总公司合法授权书。总公司与分支机构只可一家参与投标，同时参与投标视为投标无效。如果投标人为事业单位的，投标人应经全国各级事业单位登记管理机关核准登记或者备案，具有合法有效的事业单位法人证书。如出现单位负责人为同一人或者存在控股、管理关系的情况，相关投标均无效，招标人随时有权作出拒绝投标、取消投标资格、取消授标、不签订合同或在合同签订后终止合同等决定，相关投标人须无条件接受，且由此造成的任何损失由投标人承担。2.如果投标人为境外注册公司，需提供有效的公司登记注册证明。1. If the bidder is an overseas registered company, it shall provide a valid company registration certificate.二、业绩要求（开标时需进行信息公开）：1．投标人应在2016年1月1日至投标截止日（以合同签署时间为准）具有1个合同的不小于200米水深的导管架结构基本设计，或基本设计的独立验证，或详细设计，或详细设计的独立验证服务验收业绩，且均满足每项业绩的分析内容至少包括导管架在位分析和安装分析。2、投标人须提交相关业绩证明文件。业绩证明文件包括：（1）若业绩合同为总价合同，需同时提供以下内容：1）合同，至少体现以下内容：合同签署时间、合同签署页（应有双方签署或盖章）、服务内容。2）服务验收证明材料。 （2）若业绩合同非总价合同，需同时提供以下内容：1) 合同，至少体现以下内容：合同签署时间、合同签署页（应有双方签署或盖章）、服务内容。2) 与合同相关联的订单或工作量确认单。3）与上述订单或工作量确认单对应的服务验收证明材料。若服务验收证明材料中的相关信息能清晰证明其与合同的关联性，则无需提供上述订单或工作量确认单。 同一个非总价合同下提供1个或以上的订单及与订单对应的服务验收证明材料只算为1个有效业绩。3、未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。1. The bidder shall have the basic design of the jacket structure with a water depth of not less than 200 meters, or the independent verification of the basic design, or the detailed design, or the independent verification service acceptance performance of the detailed design, from January 1, 2016 to the bid deadline (subject to the contract signing time), and the analysis content that satisfies each performance includes at least the jacket presence analysis and installation analysis.2. The bidder shall submit relevant performance supporting documents. The performance supporting documents include:(1) If the performance contract is a total price contract, the following contents shall be provided at the same time: 1) The contract reflects at least the following contents: the contract signing time, the contract signing page (which should be signed or stamped by both parties), and the service content. 2) The service acceptance certificate materials.(2) If the performance contract is not a total price contract, the following contents shall be provided at the same time: 1) Contract, reflecting at least the following contents: contract signing time, contract signing page (which should be signed or stamped by both parties), service content. 2) Order or workload confirmation sheet associated with the contract. 3) Service acceptance proof materials corresponding to the above order or workload confirmation sheet. If the relevant information in the service acceptance proof materials can clearly prove its relevance to the contract, the above order or workload confirmation sheet is not required. Providing one or more orders under the same non-total price contract and the service acceptance certificate corresponding to the order are only counted as one valid performance.3. Failure to submit performance certification documents, or failure to meet the above performance requirements through the performance certification documents provided, shall be regarded as invalid performance.
